US Army Research and Development Command: Structure and Missions.
In an austere funding environment, RDECOM must partner with our foreign partners and leverage their intellectual capital and research capabilites. Our allied partners, with their leading-edge scientific research, will significantly contribute to advancements that further enable and improve our capabilities together. RDECOM’s international strategy has four fundamental goals. First, RDECOM can broaden the technology ecosystem to generate new ideas from a multitude of sources. Second, we start the process of building interoperability with our allies at the beginning of technology development. Third, working together improves our partners’ capabilities simultaneously with our own. Lastly, we can maximize our visibility of technology development worldwide to avoid technology surprise on the battlefield. Many tools are available to meet these ends which include: Government-to-Government information sharing, collaborative projects between the U.S. and one or more foreign partners, the temporary exchange of scientists and engineers, and funding of academic seed projects
Brig. Gen. Thomas H. Todd III is a 1989 graduate of The Citadel, where he received his commission as an Army Officer. After commanding D-Troop 4/6 Cavalry, Todd joined the Army Acquisition Corps, where he served in leadership within AMCOM, PEO Aviation and PEO Soldier. He deployed as the chief of contracting in support of disaster relief efforts in Central America, and has led multiple team deployments to Operation Iraqi Freedom and Operation Enduring Freedom. He recently served on the Army staff as Director for Aviation, Intelligence and Electronic Warfare within ASA(ALT). Additionally, he has worked with numerous joint and multi-national partners fielding aircraft systems to the Navy, Air Force and 35 international partners. His awards include the Legion of Merit (1st Oak Leaf), Defense Meritorious Service Medal, Meritorious Service Medal and the Joint Service Commendation Medal. Brig. Gen. Todd is a Senior Army Aviator with ratings in the UH-1, UH-60, OH-58 and CH-47 helicopters and is an Air Assault graduate. He currently serves as the Deputy Commanding General, RDECOM, and the Senior Commander of Natick Soldier Systems Center.
