Forensics Components in Investigation of Alleged use of CBRN
The experience from the Investigation of Alleged Use of CWs (IAU) those conducted by the OPCW/UN inspection teams in the Syrian Arab Republic brought the essential needs of the broader applications of CBRNe forensics in law enforcement, biomedical sample toxicology, CBRNe source identification and reconstruction of the past events such as in the field of CBRNe archaeology.
The well-developed fields of CBRNe forensics become considerable more challenging when additional hazards, such CBRNe are present at a scene of an investigation. Recent case of high toxic substance used during a crime incident in UK is significantly legitimate case for the improvement of traditional forensics to operate and collect all evidence in contaminated crime scene environment (substances, DNA, fingerprints, bio-samples, physical and electronic evidences, etc.).
The presentation will focus on the synergy activities of a formal IAU process in combination of the needs with improved traditional and new CBRN forensics components in order to enhance forensic capabilities for the evidence collection and of the laboratories for CBRNe substances identification.
Pavel Častulík is a former R&D senior Director at the Military R&D Establishment for the WMD protection in Czech Republic. He took a part in the UNSCOM`s chemical weapons (CW) destruction program in Iraq. He was founding senior staff member the OPCW for training of the inspectors, verification of CWs destruction and the investigation of alleged use of CWs. He is visiting lecturer at the RECETOX of Masaryk University in Brno and the Team Leader of the On-Site Technical Assistance for EU CBRN CoE Risk Mitigation Initiative program for non-European countries in the East and Central Africa, African Atlantic Façade and South East and Easter Europe. His expertise topics includes detection, monitoring and identification of CBRNe, physical protection, contamination avoidance and control, decontamination, emergency medical response countermeasures, response to CBRNe incidents, HazMat/CBRN forensic investigations, disarmament, verification and destruction of CWs and CBRNE improvised devices.
