Miroslav Lukeš has worked in crisis management and civil protection for more than thirty years. He started out as a firefighter in Ostrava, went on to command an operational fire crew at CERN in Geneva, and deployed with EU Civil Protection teams to disasters including the earthquake in Nepal, Haiti, Typhoon Haiyan in the Philippines and the Beirut port explosion. From 2021 to 2025 he headed the Civil Protection and Crisis Management Department at the General Directorate of the Fire Rescue Service of the Czech Republic. He was involved in managing the refugee crisis, the Bohemian Switzerland wildfire, the 2024 floods and the 2025 blackout, and contributed to the amendment of the Crisis Act, the transposition of the EU CER Directive and the rollout of Cell Broadcast. Today, as a business analyst at T-SOFT, he turns this experience into information systems for the Czech Armed Forces and the Fire Rescue Service, including the Critical Infrastructure Portal. His goal is a more resilient Czechia at every level – from individual citizens through public authorities to critical infrastructure operators. He points out that the weakest link in crisis management is rarely the technology, but the interfaces between institutions.
